GIS SPECIALIST(S)

(International--Open until filled)

Climate Smart Advisors is looking for a geographic information scientist to take part in conducting research and overseeing country, regional and global mapping activities. The GIS Specialist will develop and implement research studies pertaining to geospatial data of crop yields, climate change impacts, vulnerability and other key data sets.

Primary Responsibilities: Develop, implement, analyze, and publish geospatial science research projects. Participate in research meetings, discussions of theory and development of research questions, background research, design and methodology, and analysis.  Participate in preparing and publishing research.Develop systems and processes to establish, expand and, where possible, automate collection of relevant geospatial data.

Qualifications: Graduate degree in a geography/science field, or an Bachelors degree with demonstrated applied research experience. Quantitative research experience is required, including design, implementation, and analysis of research studies; qualitative research experience a plus. Data analysis skills, including fluent knowledge of a statistical package. Excellent academic and professional writing skills. Excellent communication and collaboration skills. Flexibility, entrepreneurship, and capacity to learn new skills critically important.Commitment and dedication to working on climate change, development, and agriculture issues at the intersection of science and public communication.

  • Experience with GIS, including GIS software (e.g. ArcGIS, Quantum GIS, PostgreSQL/PostGIS)
  • Demonstrate experience of 2+ years developing and editing geospatial data using standard geospatial tools, specifically ArcGIS/ArcMap, SDE and other ESRI developed GIS tools deployed internationally
  • Demonstrate experience of 2+ years in development and documentation of geospatial data via FGDC compliant metadata.
  • Demonstrate experience of greater than 2 years developing and reviewing geospatial or tabular data to meet data standards, such as ensuring requisite data schemas, file naming conventions, etc.
  • Demonstrate knowledge of concepts and principles of geospatial data management and general data Quality Assurance processes.
  • Demonstrate experience in developing written technical documentation (such as metadata, training materials, workflow diagrams, white papers, etc.).
  • Demonstrate experience in creating maps to communicate issues, to provide status updates or provide general spatial information to lay persons and geospatial experts.
  • Demonstrate ability to orally communicate technical information effectively to lay persons and geospatial technical experts alike.

Responsibilities:1. Plan, design, and implement large scale climate GIS research projects. 2. Engage in research partnerships with other GIS-related organizations and academic researchers.3. Work with programmatic teams to identify opportunities for improving products with insights from GIS. 4. Oversee assessments efforts through the selection and collection of data.

MONITORING AND EVALUATION SPECIALIST(S)

Climate Smart Advisors is looking for a M&E specialist to take part in conducting research and overseeing a 2-year M&E project. The M&E Specialist will develop and implement a rigorous M&E approach for international donor.

Primary Responsibilities: Develop, implement, analyze, and publish geospatial science research projects. Participate in research meetings, discussions of theory and development of research questions, background research, design and methodology, and analysis.  Participate in preparing and publishing research.Develop systems and processes to establish, expand and, where possible, automate collection of relevant geospatial data.

  • Complete development of a comprehensive set of robust key performance indicators, with supporting methodologies and associated supporting indicators
  • Generate evaluation evidence and knowledge to fill critical data gaps that draws on experiences from across the portfolio and more widely about how, where and why (or why not) climate change programs are effective and achieve objectives;
  • Gather, synthesize and disseminate results to a number of different audiences.
  • Support results-oriented project design by disseminating lessons learnt from past projects and best industry practices, by performing cost-benefit and/or cost-effectiveness analyses, and by promoting the use of project management tools by Project Teams mapped to the climate change strategic pillar.
  • Perform or commission on-site audits/surveys to assess project baselines, implementation and results, with a particular attention to supporting activities related to verification of GHG emission reduction impacts
  • Build client capacity on results measurement and management information systems, with a particular emphasis on the use of GHG emissions inventories and GHG calculations.

Qualifications: Masters in a relevant field, or a Bachelors degree with demonstrated monitoring and evaluation experience with focus on climate change, agriculture, or development. Quantitative research experience is required, including design, implementation, and analysis of research studies; qualitative research experience a plus. Data analysis skills, including fluent knowledge of a statistical package. Excellent academic and professional writing skills. Excellent communication and collaboration skills. Flexibility, entrepreneurship, and capacity to learn new skills critically important.Commitment and dedication to working on climate change, development, and agriculture issues.

  • Demonstrated experience in high-level, strategic M&E and strong technical expertise in evaluation methods, including innovative and best practices for robust analytical methods and analysis.
  • Proven experience in evaluating complex climate change projects and climate change funding streams, defining lessons learned and recommending strategies for improvement.
  • Prior experience working on USAID, DFID, EU and other donor-funded projects preferred.
  • Experience working with multiple stakeholders and clients in a results-based manner.
  • Excellent writing and presentation skills.Strong interpersonal, leadership, and facilitation skills.

  • Download and analyse remote sensing imagery.
  • Download and process daily weather data.

  • Collaborate and discuss processed data and outcomes with partners.
